The first exercise presumed a naval blockade within the German Bight, and the second envisioned a hostile fleet making an attempt to force the defenses of the Elbe. Two days later, the fleet arrived off Gotland to show the German flag, and was again in Kiel by 30 December. The German fleet departed on 13 July, bound for the Netherlands
